These agencies have the authority to take children out of harmful homes and place them in foster care or with other state agencies. They are advocates for the children and are also saddled with the responsibility of helping parents. The goal, whenever possible, is to put the children back into the home. To accomplish this there must be a change in parent thinking and behavior.

Most problem children come from problem homes where they are exposed to constant negative scripting and powerful parent modeling. From birth to approximately 10 years old children are not cognitive and cannot refute or stop their negative subconscious programming. Millions of dollars are spent each year in placing youth in a variety of treatment programs, only to send them back to the same environment that was part of the problem. The quickest and most thorough way to have children change is to have the parents change.
